Add tags

It would be super nice to have tags in github.

Just looking at the log, I believe tag 0.4 is 3791dd9.

How far back do you need the tags to go? This is an import of a CVS repo, so they would have to be reverse engineered somewhat, but its probably possible to do all of them if I spelunk enough.

Just 0.4 would be enough for me. 0.5 would be nice, next ;)

Yes ! Esp, if your GPG key is uploaded somewhere.

There's no nice way to download a tarball of a released pngtools right now, except to crawl through some dark corners of the Internet. A 0.4 tag would be great, a 0.4 release on GitHub with the old tarball would be better, and a new 0.5 release including all the changes in the last 10 years would be best!
