Hey, where does this repo stand? How can we help progress this in the spec?

I think the steps are

1. Triage the issues based on whether we have tentative consensus or unresolved differences.
2. Produce patches to reflect the tentative consensus.
3. Produce a markdown doc summarizing the unresolved differences.
4. Float this again on es-discuss or the appropriate variant.
5. Schedule for discussion

My gut is that it's premature to try to turn this into spec language until there are fewer unresolved differences, but I'd defer to the spec maintainers on that.

I'm going to go through and triage the outstanding issues.

I'd love patch requests and if someone wants contributor access, I'm happy to approve.
