User Story

As a Modernisation Platform Engineer
I expect to be alerted when large quantities of resources are destroyed by Terraform
So that it is clear when large quantities of resources will be destroyed

Value / Purpose

Providing a PR alert similar to the one produced by the Terraform Evaluator script in the modernisation-platform-environments repository will prevent accident deletion of large numbers of resources.

Requiring positive confirmation - such as the dismissal of a review request - should enforce due diligence in outlying scenarios.

Context / Background

A recent incident exposed a lack of visibility in Terraform Plan outputs.
