現在misskey-jsのlintでwarn相当のものをすべてfailにする

Purpose

pull requestのUnchanged files with check annotationsでごっちゃになって紛らわしい
（ #14253 ）

↑ これを根本的に解決する

これにより、

• [Re] refactor(misskey-js): 警告をすべて解決 #14277
• fix(misskey-js): eliminate any (follow-up of #13523) #14422

のようなPRが必要なくなる
