Allow any title in terms of length and characters

We have had an issue with a test suite name: [Fx106] - Feature testing of Task Continuity across desktop, Android, and iOS [QA-1563]](https://testrail.stage.mozaws.net/index.php?/suites/view/32594) : Data too long for column 'test_suite_name'

It was fixed by changing the title to: [QA1563-Fx106 Feature testing Task Continuity across desktop,Android,and iOS](https://testrail.stage.mozaws.net/index.php?/suites/view/32594)

In the future we need to implement a solution that allows a long title or cut it off somehow but that does not fail the github action job to inject the Test Rail data into the data base

I was about to open an issue related to this since the job has failed twice in the last 3 weeks due to this... we need to increase the size of the field for test title or clearly state what's the maximum value of it for the future
