Add an unminified dev version of mozjexl

It's hard to debug issues related to mozjexl. We could look into making a dev version that's more readable, step-throughable, and thoroughly logged. We had some difficulties debugging a targeting issue and thought making mozjexl more transparent, at least in a dev environment, could help avoid similar challenges in the future.
