Hello! I was wondering how to install WorldEdit on my public Minecraft server in MSM Linux. It also won't let me change my world type to flat. Any tricks?

Are you experiencing any errors? What version of Minecraft are you using? Are you using Vanilla, Bukkit, or a different API? What What version of MSM are you using? What does your server log look like when you attempt to install WorldEdit? Do you have other servers running via MSM without issue? When you mean that you cannot change your world type to flat, do you mean within the WorldEdit tools, within the server.properties file, or another tool or plugin?
Whenever you're experiencing issues like this with software, it's best practice to provide as much useful information as possible. You've given very little information in this issue as of right now, and with just what you've given I can only advise that you make sure your version of WorldEdit is compatible with the server jar you are using (the default jar file MSM will use when creating a server is the latest vanilla jar).
As for the world type issue, if you're changing it from the server.properties file, then you may need to create a new Minecraft world for the server to use, if you have already generated a world, then the existing world will not update to be a flat world. You can create a new world simply by changing the level-name parameter in your server.properties file.
