Cannot edit / import files when using FTPD on Windows 10. #172

When utilizing FTPD on Windows 10 through the native File Explorer, it is export-only access

Go to whichever ip address you have
Attempt to open or import anything
Either the option isn't there, or the 'Open with...' menu only displays web browsers.
*I can make folders, just nothing in those folders.

I expect to be able to edit/import files.

System: o3DS XL
System version: 11.17.0-50U
Launch method: HOME Menu
Type: .cia
Classic? No
