Split the state into eight shard states

As an important step to transition to multiple shards, we will need to split the current state into eight shards. To achieve that, we need:

• A detailed spec on how this should be done exactly NEP for splitting the current shard into eight NEPs#225.
• Compute the boundary of states in terms of account ids Compute state boundaries for splitting the current state #4420.
• Implement the actual transition that splits the state Implement the upgrade that splits the current state into eight shard states #4421. The idea is briefly described here.
