The Collaborate Guide at https://github.com/nodejs/node/blob/master/COLLABORATOR_GUIDE.md is missing the following sections/details (nodejs/TSC#382 (comment))

What is a Collaborator
What expectations do Collaborators have
What privileges do Collaborators get
How do I become a Collaborator

At the moment those information is documented in GOVERNANCE.md. Maybe a link?

Looks like this was addressed and there is now a link from the collaborator guide to governance.
