cluster: send or handle later instead of closing it when the worker can not accept a connection #43747

  1. If there are several servers, send the connection to other server when the worker can not accept it, instead of closing it.
  2. If only on server, the worker will accept the connection later, instead of closing it.
  • make -j4 test (UNIX), or vcbuild test (Windows) passes
  • tests and/or benchmarks are included
  • documentation is changed or added
  • commit message follows commit guidelines

It seems a bug of Node.js core. I will pull another PR to fix it.

What happens on win32? Unfortunately it's still a platform we support.

I think we would need an additional check for win32 also in child.js.

Node.js core have a bug on win32 when send pipe handle by IPC channel.

TypeError: handle.setSimultaneousAccepts is not a function

I will fix it in #43951. And i think the feature of this PR is not related to platform🤔.
