I'm sorry, but I'm having problems understanding what you are asking for. It sounds like:
We have a font (Noto Sans Pau Cin Hau) which is part of the Noto project.
There is another font (Pau Cin Hau Regular) which is being used for teaching and official purposes. (I could not find this font on laipian.org and your attachment did not work...)
You want us to use the shapes from Pau Cin Hau Regular as well, in the same Noto font?
I don't understand how this would work, and I am not sure it makes sense. It is OK for there to be two different Pau Cin Hau fonts with different styles, and it would not make sense for there to be two different styles in the same font. (And even if we could, Noto is an open source project and we cannot simply "steal" the design of another font.)
What is the problem you are trying to fix? Are there some parts of the design of Noto Sans Pau Cin Hau which are wrong and need to be fixed? Or do you just prefer the shapes of Pau Cin Hau Regular?
