resource coverage for gator test

For a set of {resources, constraint templates, constraints} it would be helpful to have gator test indicate which resources are "covered" by which constraints.

Further, it would be helpful if gator test could "explain" which constraints match (or not).

These two ideas can extend to other gk concepts.
