This PR adds a violation tracking system to strengthen rate limiting. It tracks violations per user, warns users at 3 violations, and suspends accounts at 5 violations. The violation checks are integrated into the existing rate limiting logic. These changes make rate limits more effective at preventing abuse while giving users clear feedback when they exceed the limits. Please review and let me know if you have any questions or suggestions!
