UI Issue in Advanced Search

Bug description:
In advanced search for death, 'province' field is displayed as a required field when event location is selected as residential address.

Steps to reproduce:

1. Login as any user that has search scope (FA/ RA/ local reg).
2. Navigate to death tab of Advanced search.
3. Scroll down to 'Event details' section.
4. Select 'residential address' as country.
5. Select any country from the dropdown.
6. Observe the 'province' field.

Actual result:
'Province' is displayed as a required field although search functionality works when the field is left empty.

Expected result:
'Province' shouldn't be displayed as a required field.
