[GH Request] Clean up contradictory license information

Problem/Request

Some repositories in the openedx Github org have differing information about what the licensing of the repository actually is. We should clarify those issues, using the LICENSE / LICENSE.txt file as the source of truth.

• Make sure Github itself knows what the license is in the right-hand nav of the repo home
• Make sure Python classifiers are correct
• Make sure README is correct

Repositories with known issues are:

• acid-block (AGPL in Github, Apache in classifiers)
• pytest-repo-health (Apache in README, AGPL license file / Github setting)
• super-csv (License isn't the full Apache 2 text, not set in Github)

Reasoning

We want out licenses to be clear. :)
