Protect against event-bus-kafka changes that require openedx-events changes #190

This PR #188 upgraded openedx-events, but we missed adding a minimum constraint for it in base.in.

Is there any kind of automation we can think of that would protect against this?
- Could be specific to this case (repo and dependency), or a more general safety net.
