External dependencies are a long term problem - links to required web resources might be dead, file content/structure or APIs will change (past examples: ERA5 #648, #1102, demandregio, Zenodo sandbox, ...)

We could provide a full data bundle which includes all external resources. We could add a CLI param for this purpose (sth. like --complete-data-bundle) which is checked prior to each download (urlretrieve has currently 16 occurences in the pipeline).

Proceed after pipeline / publication on OEP is done #367 #451.
