stale Bot

Dear @openhab/core-maintainers,

I'd like to suggest installing stale bot (https://github.com/probot/stale) in the repository. It can mark issues with no activity as stale and close them later. I use it in another project and it works just fine.

My proposal would be to mark issues with "awaiting feedback" label and no activity for 60 days as stale and auto-close them 180 days later (this is approx. the 6 month we have currently). I would not use stale/close on PR at the moment.

Sounds helpful to me and I also agree with the suggested logic.
I have enabled the bot on all our repos (as it will anyhow only be active if it finds a configuration).
Feel free to create a .github/stale.yml file through a PR.

I recently added Stale Bot to my personal projects and then I saw that it isn't maintained anymore: probot/probot.github.io#376

You can use the Stale Action instead, which doesn't require a bot to be enabled: https://github.com/actions/stale
