As a City Staff member creating tracked announcements, I want to associate multiple priorities with the action.

Example: "E-Waste pickup all across North Natomas once a month". would be an action that could address priorities in several neighborhoods, affecting multiple priorities.

Possible implantation: Allow adding an action, then searching priorities across all / multiple organizations, and attaching it to all selected.
