Add independent expenditures to the interface

Independent expenditures are spent by organizations that aren't controlled by a candidate but still advocate for or against a candidate or measure. We heard in #8 that:

A long ago version of the app had such expenditures in the UI but it's been removed as part of our revamp. This ticket is to explore adding it back in.
