Now, we don't have the test for runtime to verified the pallets, their configuration, rpc and so on

Follow the solution from upstream, the reference like https://github.com/polkadot-fellows/runtimes/blob/main/integration-tests/emulated/tests/collectives/collectives-polkadot/src/tests/fellowship_treasury.rs.
