Describe the problem you're observing

Our operators reported not seeing a statechange event for an OFFLINE drive. Sure enough, zpool events -v only showed these events:

Jul 22 2024 22:07:27: ONLINE -> REMOVED
Jul 23 2024 09:43:38: OFFLINE -> REMOVED

There was no REMOVED -> OFFLINE transition between those two states as expected.

I have not tried to reproduce the problem yet.

Include any warning/errors/backtraces from the system logs

I wonder in what scenario might happen transition from REMOVED to OFFLINE? Can it be that pool was exported/imported? Transition from OFFLINE to REMOVED (at least some) should be removed by #16751 .
