github.run_id guaranteed to always increase?

I already have github.run_id used as a docker image tag. I understand it will remain the same for re-runs. I understand I could use timestamps instead but will require me to rework too many repositories.

I would like to compare which image is latest based on github.run_id.

Is it guaranteed to always increase for newer runs?
