feat: compute default values for template parameter

• Help to fill key values in UI.
• Check bulk update form and command line.
• Apply default params for all calls to workflowtemplate.CheckAndExecuteTemplate.
• Create alias type of string for CDS Key type.
• Add SSHKey and PGPKey parameter type for template params.
• Refactor get project's repos handler to use it in api.
• Show new template params in UI.
• Help to fill params key for template apply in command line.
• Create template instance request modifiers to fill default values for name and parameters (repository, ssh-key and pgp-key).
• Check error cannot find version for template.
