It would be great if DataDeps could download and store data in scratch spaces (https://github.com/JuliaPackaging/Scratch.jl).

It would be.
A PR for that would be accepted.
Probably it could work by conditionally inserting the scratch space into the top of the load_path, if the julia version is high enough to use scatch spaces.
