Find dedicated primary mentors for P4-BAR projects

We have listed several projects from Google P4-BAR team on our P4 GSoC 2025 Ideas List. Currently I put myself as the primary mentor for all these projects, as this field is required for our org application. But that's a temporary solution before we find their dedicated primary mentors.

We need to resolve this issue before Feb 27, when our org application result is announced and contributor application starts. There are several options:

1. If our org application doesn't get through, then we don't need to resolve this issue.
2. If we do find dedicated primary mentors for these projects, then we can continue to commit to these projects in the contributor application phase.
3. Otherwise, we can:
   1. Cancel the projects without a proper primary mentor, and roll over to next year's GSoC potentially.
   2. Put them on https://github.com/p4lang/project-ideas as well. So anyone interested can follow up, not necessarily as part of a GSoC program.
