Add do_not_annotate field to go_classification table

Add a column indicating if a GO term has attribute "do not annotate." The source data for this field will come from:
http://current.geneontology.org/ontology/subsets/gocheck_do_not_annotate.owl

This data should be downloaded from GO current on every full GO update and parsed into inputforGOClassification.tsv.

As discussed on 2024-10-09 PAINT call, we will make 2 new boolean columns do_not_annotate and obsoletion_candidate.

Even if these two attributes are treated the same in the PAINT tool, it still may be useful for information purposes (e.g., warning messages).
