Description

When bookies are scaled down below the write-quorum, it is possible to have under-replicated ledgers as a result. This use-case however has not been handled.

Suggestions for an improvement

The following command can be used before scaling down the bookkeeper PVCs

$ bin/bookkeeper shell decommissionbookie
