Separate chart version from app version

Description

Till now we have maintained both the chart version and the app version fields in sync. But this has been somewhat limiting in the sense that once the charts for a given version of the component have been published, we have been unable to make any further edits to those charts or publish new charts corresponding to the same component version given the tightly coupled nature of both their versions.
We therefore wish to decouple the two, and start publishing the charts from the next release by following the versioning scheme that we decide to adopt for versioning the charts.
