[Banner] Manage focus when PVC Banner is dismissed

Context

When the Banner component is dismissed, focus is lost. There has been a recent solution in the GitHub codebase to manage focus programmatically when a Banner is dismissed, so we can use that as inspiration!

Acceptance Criteria

• Use the solution implemented in dotcom or create a new solution to manage focus when the Banner component is dismissed.
