Add Manu from Prysm

*The time off of 6 months accounts for part-time weight in the 12 months prior to joining Offchain Labs / Prysm team.

Short summary of their work / eligibility:

Manu has been meaningfully contributing to Ethereum protocol development since October, 2022 when he joined the Ethereum Protocol Fellowship program with a project to rewrite Prysm's BN<>VC connection from gRPC to json using the standardized beacon API. Since then has contributed several works of note, including a validator watcher project to assist stakers with monitoring their validator deployments. In October 2023, Manu joined Offchain Labs as a full time contributor to Prysm.

I don't want to argue against this proposal, but I think we should have a debate on whether EPF should be factored into the starting date

My understanding is that it is not counted as full work, Manu has been working for over a year before he joined Prysm, in this case we felt that he had contributed enough substantial and consistent work that it would be unfair to consider his start day to be the official hiring. For reference the same thing happened to myself, where my starting date is still over a year after my first PRs but before a few months from being officially hired. The numbers and the "time off" in Manu's sheet are to make it so that he is not counted as working since the EPF start date, but also not as late as his hiring date.

ultimately it's up to the nominators as to whether that EPF work is judged to be up to the standards of the project or compared to similar work of other members
