As Python 3.12 is enabled with this version of cibuildwheel, I think numpy/numpy#23808 is blocking a merge here.
Furthermore, I haven't worked it out fully, but there also may be a bad interaction with oldest-supported-numpy as a build dependency for py312. (That package may no longer be necessary in general: scipy/oldest-supported-numpy#76)
In any case we should check on this again once numpy 1.26 is released.

On a related note, I was reviewing the end-of-life schedule for Python, and we're overdue for dropping support for Python 3.7 (security updates concluded in June 2023). When we add py312 we should drop py37 at the same time. NEP 29 would have us be more aggressive and also drop py38, but I hesitate to drop a version of Python that's still getting updates unless we have a compelling reason.
