【v3.5】只勾选导出pdf的话，只会下载封面，比不能下载PDF #291

描述该错误
“下载设置”中，只勾选“导出PDF”，其他HTML、WORD、MD、MHTML这些都不勾选的话，下载的公众号文章只有封面，没有PDF文件。

选上HTML，新版本会强制选上
