File upload dialog does not render

Steps to Reproduce:

1. Select "Listen Now" from the left nav
2. Click an album to navigate to the album view page
3. Click the 3 edit dots in the upper-right of the albums cover
4. Select "Edit Album Info"
5. Hover over the album cover thumbnail, and click the "change" link that appears

Expected Behavior: System dialog for file selection should appear
Actual Behavior: The system file selection dialog is not triggered.

Not sure if this is for file upload in the app in general, or just for this link (although I'm not sure there's anywhere else in Google Play Music where you can upload files anyway).

Nice! I assumed this would be a pain in the ass to fix and thought it would get pushed way to the bottom of the queue.
