In visual metrics editor, modify the "go to dashboard" CTA to require a single click when there is just one associated dashboard

In Visual metrics editor, if only one dashboard is related to a metrics view, we should not require a pull-down selection. Rather, we should just enable the user to go to this dashboard when they click "Go to dashboard."

@jkhwu We would still need to preserve the "+ Create dashboard" option in the pull-down, but I believe your designs enable that?

(e.g. if the default action is to go to dashboard, but if the user clicks on the far right of the pull-down menu, they could see the additional opens such as "Create new dashboard", similar to the image attached here):
