Add TOMLs information to validators #167

TOMLs can be retrieved using domain. The information from this file should be added into validators table. (See xrp-ledger.toml File, and also XLS-50d for more information and examples)

Furthermore, since network and ws information can be retrieved from TOMLs, the current WebSocket connection and network retrieval process can be simplified/ improved.
