I am trying to find the right tool to develop a sort of complex textbook.
I tried to make a Summary.md file within a nested folder structure, and now the book is "frozen" in time with that attempt, and no matter how I change it or stop or restart, it remains frozen here:
Steps
Make a normal mdBook with one Summary.md file, appropriately outlined.
Create a folder and make some chapters or sections in that folder. Create a Summary.md file there too.
See what happens...

I am in no way related to mdbook, so I can only try to give a friendly advice:
From your screenshot, it looks that your SUMMERY.md is located in a subfolder, while it should typically be located in the toplevel folder of all the markdown source files, which is typically called src. And note that it is SUMMARY.md, not Summary.md as in your post. Just for the case your OS is case sensitive. But I assume you have solved your problem yourself, as all you have to do is typically to undo your last modification ...
Looking at the title of your post: Perhaps you intent to have a page that lists all the subsections of a section. In that case, you should use a different file name for that summary page, and list the entries manually. SUMMARY.md is the top level start file for mdbook, reusing that file elsewhere by intent would not work and might generate some form of recursion. Just my guess.
