Certain Apps "Raise" when "Window Rise" is Disabled -

For my work, I like to just have "Window Focus" enabled (with no millisecond delay) and "Window Raise" disabled.

Even though it is disabled, certain apps, such as Notion and Zotero, get "raised" when the mouse hovers over them.

Yabai has this same issue, so I am sure it is a MacOs issues. But I figure I should post about it because it is a pretty annoying issue.

In some cases app specific workarounds can be implemented, but in general this is not fixable I am afraid.
Your next best options are:

• Add the specific app to the ignoreApps list
• Report the bug on a per application basis (for example https://github.com/zotero/zotero)
