No longer raises some standard apps on Sequoia 15.0

Although AutoRaise continues to work for the applications I regularly use, after upgrading to Sequoia 15.0 I noticed that it no longer raises System Settings or the little "About This Mac" window. It also does not raise Font Book or the new Passwords app — but, incongruously, does still raise Contacts, Messages, Safari, and Terminal.
