Packager does not respect value of normalizedName in Debian in directory tree #230

I am creating a couple of debian packages—one an app, one a server. In both cases, setting normalizedName in Debian does not affect the file/directory layout of my package. For instance, paths like /usr/share/ are named after the default normalizedName. I don't want to change the default normalizedName because that will change the name of my ivy artifacts.

This is a duplicate to #188

The whole name and normalizedName scoping needs a general refactoring.
