Get rid of scanpy-tutorials

Once all relevant tutorials are integrated on scverse.org/learn, probably the scanpy tutorials page should be retired altogether and just link there.

All other scverse core package should at least link to scverse.org/learn from their documentation.

Sorry, it's a bit unclear, but the intent of this issue was not to move the actual notebooks to this repo. Package-specific tutorials should still stay with their respective packages. It's about

• getting rid of https://scanpy-tutorials.readthedocs.io/en/latest/index.html (duplicate content)
• having the tutorials in the main scanpy documentation as a single point of truth
• linking relevant tutorials from scverse.org/learn.
