Try to make data directory only contain stuff generated at runtime

• See if it's possible to move migrations somewhere else without making the migrations tool think they are new migrations.
• move any other static content away from that directory.
• check if existing subdirectories can be just deleted, and that doesn't make anything else fail at runtime.
