Rename & Archive Old Repositories

Rename shutter repo → shutter-crypto.
Extract shlib into its own repository.
Rename rolling-shutter to shutter / go-shutter / shutter-network.
Archive shutter repo (using Git subtree).
Rename service-keyper → api-keyper.

Deployment Cleanup

Compare shutter-keyper-deployment vs. service-keyper-deployment.
Remove duplication and make configurations conditional.
Diff branches to identify changes.
