API Chiado deployment

Right now, we have only deployed the API and keypers in Gnosis Mainnet. This is to setup a Chiado deployment for the new API implementation and keypers that is equivalent to the setup in Mainnet.

@faheelsattar could you please make sure to update the following places when the deployment in chiado is done:

• README with the chiado deployment details
• the vault with the Chiado keys
• use a new chiado URL for the chiado deployment: https://api.chiado.staging.shutter.network/api

Adding here for reference the document to deploy the keypers.

Additional information on the droplet deployments:

• deploy the chiado API keypers in the existing chiado keyper droplets
• deploy the new boot nodes in the existing boot node droplets
• deploy a dappnode keyper under the chiado dappnode droplet (after checking that the dappnode droplet indeed has a dappnode chiado keyper)
• deploy a keyper that will not participate in the DKG under the API droplet
