Note: this issue applies to all repositories we're using: tools, pkgs, extras, extensions, etc.

Drop install toolchain, tools bits to /toolchain, and install everything to / prefix.

  1. We can drop hacks like https://github.com/siderolabs/tools/blob/7200845be9d0318d23eb77a57e1b8992dd7e8187/tools/files/adjust.sh#L1-L23
  2. We can drop duplicated builds like musl in toolchain and pkgs. (Note: this might require us pushing both toolchain (merged image) and individual image like musl).
  3. We can drop hacks like PATH=/toolchain/bin:$PATH
