Description

See consensus spec PR and discussions here: ethereum/consensus-specs#3832

This change allow us to configure and tweak network parameters in isolation with das core parameters, e.g. changing number of column subnets without impacting custody requirement.

This has been merged and will likely be included in the next devnet.
