Ability to sticky entire site header #217

This is an infrequent request but it's been picking up lately. With the "new" masthead widget area, certain user's are looking to sticky the entire header (being the menu and masthead area). It also appears as though certain users are replacing the default menu with a custom menu widget (or equivalent).

@gregpriday We need an update to the settings framework to allow a checkbox to be migrated to a drop-down. We briefly touched on this last year I think. Any idea how long that would take?

@AlexGStapleton Ok, we can't count on a Settings Framework update for this one. I wanted the option to migrate a checkbox to a drop-down. Let's figure out a way of using the settings we have to do this. Any suggestions for how to lay the settings out?

The only real option I can think of is to add a new checkbox. 😕
Can we add a checkbox that conditionally shows depending on another setting? If so, that would be ideal.

No conditional settings in Customizer. Greg wrote our own conditional settings function a while back but it broke with a WP update so we're leaving that.

Ok, let me have a look at the best way to lay this out.
