Request & Accept License like Assets

A user can view software list with no license keys(or masking license keys)
A user can request license of any software that he wants to use.
Admin can accept license requests and the system do auto-check-out accepted license to the user.
Also, user can check-in license key, when he do not use that software anymore.

some license key must be able to be requestable like Assets.

How about this idea?
