Software licenses not working

Hello,
I have one problem for some time and I can't figure out why this is happening.

under Software Licenses, the licenses I create are not showing up, no error is showed after clicking save button. In 2020 I managed to add one license that I still have in the list, actually it is the only one showing, but I can't delete or edit it in any way. After save button, there are no errors and the license is unchanged.

I have v5.4.0 build 6685 (dfbff27), PHP Version 7.4.20, Laravel Version 6.20.29 installed under Windows machine.

Any ideas how to fix this issue? Thanks!
